In the aftermath of the Second World War, the Soviet Union faced a severe monetary overhang and a crippled consumer economy. The state had financed the war effort largely by printing money, while the production of civilian goods had plummeted. This created a vast surplus of rubles chasing a minimal supply of goods, with the disparity masked by the continuation of strict rationing until 1947. The parallel black market, where goods were available at exorbitant prices, exposed the ruble's drastically diminished real value and undermined the official economic system. By 1948, the situation was one of fragile stabilization following a traumatic monetary reform.

The pivotal event was the December 1947 currency reform, a confiscatory monetary shock therapy enacted to destroy the overhang and restore control. Old ruble notes were exchanged for new at a punitive rate of 10:1 for cash holdings, while bank deposits were converted at more favorable, but still reduced, tiers. The reform effectively wiped out personal cash savings, particularly targeting black market profiteers and peasants who held wealth outside the banking system. Although socially brutal, it succeeded in its primary goal: by 1948, the money supply had been drastically reduced, rationing was abolished, and a unified state retail price system was established, creating a semblance of normalcy in monetary circulation.

Within this new framework, 1948 was a year of consolidation and revealed challenges. The state used its regained control to implement a significant retail price reduction in an effort to increase the real value of wages and demonstrate the "advantages of socialism." However, the underlying contradictions of the command economy persisted. The reform had strengthened the state's fiscal position but had not solved the chronic shortage of consumer goods. The "currency situation" thus evolved from one of acute crisis to one of managed scarcity, where the ruble was stable but largely meaningless for ordinary citizens due to the empty shelves in state stores, perpetuating the gap between official finance and the lived experience of the Soviet populace.
